During a migration to Office 365 I had this issue. The migration of a mailbox was stalled several times with the following entry logged in the migration log Relinquishing job because the mailbox is locked. Sometimes this occurs only once but I have seen times that the mailbox will get stuck in this phase.

In the first part of the blog series about troubleshooting federated sharing we had a look at the server side. We discussed which parameters you should verify during troubleshooting and if they are configured incorrectly how to fix them.

Troubleshooting Federated Sharing – part I

 By using federated sharing it is possible to exchange free/busy informative between different Exchange organizations. This can be done by using the Microsoft Federation Gateway (MSFG) when no direct trust exists between the Active Directories. The MSFG is in this case responsible for providing a ticket which is used for authentication. By using a ticket a CAS can contact the CAS from the other organization to retrieve the free/busy information.
